The first edition of this handbook, 'An Introduction to Crushing and Screening', written by Steve Mellor, has been thoroughly revised by Ken Rothery, a senior engineer who worked for one of the major aggregate producers for many years. The first edition of this book, published in 1991, was written by Trevor King who was involved in quarry management before joining the Mines and Quarries Inspectorate where he became Senior Inspector of Quarries.
Since 1991 the legislation related to quarrying has changed significantly with the introduction of the Management of Health and Safety at Work Regulations and the Quarry Regulations 1999 amongst others. Thus, the book was completely rewritten by Eric Darlow who, at his retirement, was Head of HM Inspectorate of Quarries. By 2007, changes and new legislation required that the textbook be revised again to include, for example, new legislations on noise, working at heights, vibration and corporate manslaughter.
Legislation upon occupational health and safety applies in all sectors of the quarrying industry often presenting managers and other responsible persons with difficulties of interpretation. Thus, the object of this book is to present the main points of the current legislation applying to quarries in a readable form starting with a brief history of legislation and enforcement.
The present laws are then presented, not in date order, but according to the impact of the Act or Regulation upon the everyday working of a quarry beginning with those having the broadest scope for example the Health & Safety at Work etc Act and COSHH. The text continues by discussing more specific legislation such as RIDDOR, Confined Spaces Regulations and Pressure Systems concluding with a review of less frequently encountered laws and regulations industries associated with quarrying. The discussionof each piece of legislation makes reference to the relevant Approved Codes of Practice and Guidance where these exist and is illustrated by examples of court rulings. Numerous references to publications by the Health & Safety Executive and commercial publishers are provided for those needing more advice and guidance.
